I see this as the same problem where comments are not updated when code is and no longer match. I think he’s still talking about a single file here.

Streisand effect much? I’ve never heard of this, but it sounds interesting. GitHub isn’t the only game in town. I expect to see this become more widespread. (There’s already 2.8k forks)

I was not implying that the word octet comes from octal.

They’re supposed to be (traditionally) written in octal. Which is why they are called ‘octets’.
