Just tried it because I found it hard to believe, and it does not work. To connect to a new WiFi network or pair a new Bluetooth device, I have to unlock my phone. I can only enable/disable WiFi and Bluetooth and connect to my most recently uses, paired Bluetooth devices.
You can add new WiFi/Bluetooth connections to a locked device on normal android???
Interesting to see everyone’s experience with this. My Motorola phone will let me turn Bluetooth on/off, but all WiFi settings require unlock.

Not on my device (/e/os). You can only disable WiFi and connect to a paired Bluetooth device. Maybe this is only in AOSP?
