This is why you spend three hours to make builds for at least three different heroes.
Hot tip:
Set your favourite hero as your top priority hero. Then set two very popular heroes (I go for Arbrams and Seven) at the default white priority.
This way almost always someone else will prioritize the other two higher than yours and you will end up with your hero of choice.

My problem is that my top three are Ivy, Kelvin, and Haze. I set Haze to top and the others to mid. I almost never get Haze.

I’m a week late but the issue is Haze is essentially at a 100% pick rate while Ivy and Kelvin are among the least popular - hence why you never get Haze. You need to pick two equally popular heroes - like Infernus and Pocket for example - to put at white and then Haze on purple. That’s the only way to force it. But expect longer queues.
